The India-UAE Comprehensive Economic Partnership Agreement (CEPA) has revolutionized bilateral trade, providing Indian MSMEs and manufacturers with unprecedented access to the Middle Eastern market. Under this landmark agreement, nearly 90% of Indian exports now attract Zero Percent (0%) import duty in the UAE.
1. Key Sectors Benefiting from CEPA
While the agreement covers thousands of product lines, specific sectors have seen explosive growth in B2B volume:
- Gems & Jewelry: Duty-free access has made Dubai the global redistribution hub for Indian handcrafted jewelry and precious stones.
- Textiles & Apparel: Indian cotton, silk, and synthetic fiber manufacturers can now compete directly with global suppliers due to the removal of the 5% entry tariff.
- Engineering Goods: Manufacturers of machinery, auto components, and steel products in industrial hubs like Gujarat and Maharashtra are leveraging the CEPA framework to supply mega-projects in Abu Dhabi and NEOM.
2. How to Avail Duty Benefits: Rules of Origin
To claim 0% duty, exporters must obtain a Certificate of Origin (COO) from authorized agencies like FIEO or DGFT. This certificate proves that the goods were substantially manufactured or processed in India, fulfilling the "Value Addition" norms specified in the treaty.
